The Short Answer

Our top pick is Lexis Hibiscus Port Dickson in Malaysia. It is a mid-range resort where every one of its 522 water villas has its own pool and steam room, something you usually pay luxury prices for, and Port Dickson is about an hour's drive from Kuala Lumpur, so there is no seaplane or boat to pay for.

  • In the Maldives: Embudu Village, a budget-tier resort 20 minutes from the airport by speedboat, whose Water Villas have a window in the floor.
  • In French Polynesia: Maitai Polynesia, Bora Bora's mid-range hotel, or Manava Beach Resort on Moorea, a short ferry from Tahiti.
  • Near the US: Sol Bungalows and Urraca Monkey Island in Panama's Bocas del Toro, Akalki on Mexico's Bacalar lagoon, or St. George's Caye in Belize, which includes meals.

We don't list prices, because they change by date. Tiers here are relative to each destination, so a mid-range bungalow in Bora Bora is not cheap by Malaysian or Panamanian standards.

What Makes an Overwater Bungalow Cheaper

  • Location: the biggest factor. Malaysia, Panama's Bocas del Toro and Mexico's Bacalar lagoon have budget-tier overwater rooms, while Bora Bora has only one mid-range hotel.
  • Season: travel in the low season. In the Maldives that is May to October, and in the Caribbean and Central America the hurricane season from June to November. In French Polynesia, the wet season from November to April is usually quieter.
  • Room position: the bungalows nearest the shore are usually the entry category. Le Bora Bora and InterContinental Le Moana sell end-of-pontoon bungalows as a separate, higher category, and at Le Tikehau the standard bungalows on the first pontoon have no direct lagoon access, which is the trade-off.
  • Pool or no pool: at most luxury resorts, a bungalow with a plunge pool is a higher category than one without. A standard bungalow at Le Moana or Le Bora Bora gives you the same lagoon without the pool.
  • Transfer cost: in the Maldives, add the transfer to the room rate. Seaplane transfers are often compulsory and can cost several hundred dollars per adult, so a speedboat resort near Malé, such as Embudu Village or Bandos, keeps the total down, and Adaaran Prestige Vadoo includes its boat. Check the resort's transfer page before booking.
  • Meals: on a small island every meal is at the resort, so a package with meals, as at St. George's Caye or Thatch Caye in Belize, can cost less than paying as you go. See our all-inclusive guide.
